The 2022-23 state budget cycle committed nearly $1 billion to retrofit existing buildings in low-income communities and provide consumer rebates for building upgrades. But Governor Newsom is now proposing that $370 million in funding for building decarbonization be delayed in the 2023-24 budget cycle, including an additional reduction of $87 million planned for 2025-26 that directly supports projects aimed at reducing greenhouse gas emissions from homes and advancing energy equity.
With an estimated cost of $11 billion to decarbonize California’s residential buildings, priority populations need investments now to avoid health impacts, bill increases, and reliability issues.
