AB 1139 (L. Gonzalez) This bill would require the CPUC, no later than February 1, 2022, to develop a replacement for the 2nd net energy metering (NEM) standard contract or tariff (NEM 2.0), which may include net energy metering (NEM 3.0), for an eligible customer-generator with a renewable electrical generation facility that is a customer of a large utility, and would require that utility offer the standard contract or tariff to eligible customer-generators beginning no later than December 31, 2023.
