Senator Josh Becker


Josh Becker is a California State Senator representing most of Silicon Valley, including global innovation hubs such as Stanford University and Sand Hill Road.

In the Legislature, Senator Becker has authored landmark legislation on clean energy, affordability, data privacy and consumer protection, and justice reform. His work has helped position California as a national leader on climate action, digital privacy rights, and policies that strengthen economic opportunity while protecting vulnerable communities.

Senator Becker currently serves as Chair of the Senate Committee on Natural Resources and Water, Chair of the Senate Committee on Human Services, and Chair of the Select Committee on Economic Development and Innovation. He also serves on the Senate Committee on Energy, Utilities and Communications, the Senate Committee on Insurance, and the Joint Legislative Audit Committee, where he focuses on oversight, accountability, and effective governance.

Prior to his election to the Legislature, Josh Becker was a recognized clean energy and technology leader. He helped spearhead efforts to engage the clean energy business community in national advocacy as a co-founder of Cleantech for Obama and the Clean Economy Network.

As Founder of New Cycle Capital, Josh was an early investor in companies including Opower, Renew Financial, People Power, One Block Off the Grid, and TerraPass. He also founded the Full Circle Fund in 2000, a community leadership and policy innovation organization that supports nonprofits creating positive change across the Bay Area, where he led the Energy and Environment Circle.

Josh holds a JD/MBA from Stanford University. He previously served as a long-time Board Member of the Clean Tech Open, was appointed by Governor Jerry Brown to the California Workforce Development Board, and was a founding Trustee of the University of California, Merced Foundation, serving as Chair from 2013 to 2015.

He began his career at ICF International, an environmental consulting and engineering firm, where he helped launch the first Clean Air Marketplace conference and advised companies such as General Electric on energy strategy.
