Gigi Moreno, PhD, is the Chief Economist at the Division of Petroleum Market Oversight within the California Energy Commission. At DPMO, she leads a team of economists focusing on data-driven analysis of California’s transportation fuels markets and the interplay with the clean energy transition. Previously, Dr. Moreno was the lead economist at the Southern California Association of Governments where she focused on the role of transportation in regional economic development. She also has experience in the private sector as a damages expert in antitrust, intellectual property, labor discrimination, and healthcare matters, and has taught economics at Scripps College and Cal State University, Long Beach. Dr. Moreno has a Ph.D. in Agricultural & Natural Resource Economics from UC Berkeley, an M.A. in Economics from UC Santa Barbara, and a B.A. in Economics from Carleton College (Minnesota).
