Implementation Manager Woody Hastings last month helped mobilize a broad coalition to oppose Assembly Bill 976, a serious threat to Community Choice Aggregation (CCA) – known here as Sonoma Clean Power. CCA is the most powerful solution under local control to develop renewable power and create green jobs. AB 976 would have prohibited a newly-formed CCA from contracting with anyone it had contracted with in its formation, a death-blow to CCAs given the extremely limited number of CCA experts.
Woody and allies went to Sacramento on July 5 to fight against AB 976. In the face of mounting opposition and nary a supporter to be found, the bill’s backers decided to pull it from the committee’s agenda at the last minute.
AB 976 is now effectively dead, at least for this legislative season.
Also on July 5, Senator Leno’s SB 790, a bill to strengthen CCA, won approval in committee by 10 to 1, and now heads to its last committee hearing before going to the full Assembly and then the Governor’s desk.
