AB 2184 would appropriate $400 million from the Greenhouse Gas Reduction Fund (GGRF) to achieve nature-based targets and sustainable agricultural practices identified through AB 1757 (C. Garcia and R. Rivas), the 2022 Scoping Plan, and SB 1383 (Lara, 2016).
In 2022, AB 1757 was enacted to set targets for natural carbon removal and emissions reductions on natural and working lands. Climate solutions on farms, ranches, wetlands, forests, and more have the potential to draw down existing pollution and store it in soils and biomass while promoting biodiversity, clean air and water, and food and water security. Out of California’s 105 million acres of land, approximately 90 percent has the potential to store planet-warming carbon.
These nature-based climate solutions (NBS) are key to developing climate resilience, but they have historically been underfunded. Notably, nature-based climate solutions and sustainable agricultural practices are the only priority areas in the Cap and Invest program that do not currently receive continuous appropriation.
AB 2184 would allocate the following:
- $150 million to California Natural Resources Agency (CNRA)
- $100 million allocated at the Legislature’s discretion to advance the AB 1757 nature-based climate solution targets
- $150 million to California Department of Food and Agriculture (CDFA) for Healthy Soils, Organic Transition, Alternative Manure Management Program (AMMP), and SWEEP
This is not a one-time investment; it is a long-term commitment to climate, community, and economic health. Sustained funding will allow California to scale up proven nature-based solutions and sustainable agricultural practices, create green jobs, deliver real benefits to those who need them most, and put these solutions at parity with the other priorities listed in the Cap and Invest program.
