During this press conference, which took place in Belém, Brazil at COP30, the annual United Nations climate change conference — we brought together a panel of state and agency leaders for a discussion about state-level climate action.
As the U.S. federal government takes a hostile position toward climate science and clean energy, states must step up to develop policies that slash climate pollution. Many states are pursuing climate policies that also cut air and water pollution and make their communities more resilient to unavoidable climate impacts. State Senator Josh Becker represented California and offered his in-depth take on California’s recent climate progress.

Senator, 13th District
Senator Josh Becker is a public policy innovator working at the nexus of community activism, technology and social justice. Elected to the State Senate in November 2020, Senator Becker represents the residents of California’s 13th Senate District. He is the author of several bills focused on accelerating California’s transition to 100 percent clean energy and net zero emissions.
Barry joined The Climate Center in 2005 and has held positions as Deputy Director and Financial Officer. He currently leads The Climate Center’s program and policy development and implementation teams. In 2018 Barry began working with a group of energy experts and advocates envisioning a more decentralized energy system that was clean, affordable, resilient, and equitable. He then championed the development of The Climate Center’s Community Energy Resilience project, which has culminated in the creation of a new $170 million Community Energy Resilience investment program by the California Energy Commission in August of 2022.

After Alex was elected to the Maine House of Representatives, he became one of its most active members, sponsoring and co-sponsoring 155 bills his first term, and 136 his second. In total, he sponsored 14 successful pieces of legislation and co-sponsored 98 successful bills. Cornell du Houx won the Reed Award for the best public affairs campaign in 2011 after he co-founded and ran Operation Free, a coalition of veterans working on energy and climate security. He participated and led State Department delegations to Southeast Asia. He serves and advises on the board of the Veterans Campaign, and the board of the Solon Center for Research and Publishing. He’s partnered with the Truman National Security Project, and founded the Maine New Leaders Council.
Chair of the Bay Area Air District and Supervisor for Sonoma County, California
Supervisor Lynda Hopkins is in her third term representing the geographically vast and economically diverse Fifth District of Sonoma County, which includes the entire Sonoma County coastline, the lower Russian River, many small rural villages, the City of Sebastopol, and the Northwestern portion of the City of Santa Rosa. Lynda is the Chair of the Regional Climate Protection Authority, Sonoma County Transportation Authority, Sonoma Clean Power, the Bay Area Air Quality Management District, as well as a Director of the Russian River Watershed Association, Santa Rosa Groundwater Sustainability Agency and Northern Sonoma County Air Pollution Control District. Lynda’s interest in public policy began while attending Stanford University, where she studied interdisciplinary environmental sciences.
