AB 942 would cement a proposal by the California Public Utilities Commission to break the state’s contract with nearly 2 million solar customers. It would punish the very people who California encouraged to invest early in solar energy by reneging on the state’s guaranteed net metering policy. This decision would gut consumer confidence and trust in government, right when we need more Californians to make the choice to invest in clean energy.
When Californians produce their own solar energy at their home or business, they reduce the need for utilities to produce electricity, which saves everyone money. Every kilowatt of power that Californians get from the sun is a kilowatt they don’t have to buy from their utility company. Rooftop solar generated in California saved all ratepayers $1.5 billion in 2024 alone. It’s a common-sense solution to alleviate California’s ailing electrical grid, reduce our reliance on polluting fossil fuels, and help keep the lights on during power outages.
AB 942 will dramatically weaken our state’s rooftop solar program by increasing utility rates, limiting choice, derailing the state’s clean energy progress, eroding public trust in government, and avoiding the hard work of reforming corporate utilities.
These changes proposed in AB 942 and the California Public Utilities Commission’s proposal would apply to all solar customers who signed up for solar before April 2023. In addition to breaking the contracts, the proposal would also slash the compensation that consumers get for the solar energy they send back to the grid and charge them with a solar tax.
Californians were early adopters of rooftop solar technology and now produce around twenty percent of our state’s electricity needs on our hottest days. These customers signed a contract, the terms of which were set by the state of California. Reneging on those contractual agreements would harm millions of people who answered California’s call to invest in clean energy.
