Due to customer questions associated with variable generation, we have adjusted our PPA payment structure to be a flat monthly payment, but that is tied to the forecasted annual production and the production guarantee. If we don't perform on the production, then the customer receives a rebate. So, yes, it is payment for what is produced but reduces the variability on a monthly basis. The City of South Lake Tahoe has passed ambitious goals pertaining to transitioning our grid to one that powered by renewable sources, ideally locally. We face unique challenges compared to the rest of California because power to the Tahoe Basin comes from Nevada (specifically via Nevada Energy via a grid managed by Liberty Utilities) and the grid in the Tahoe Basin is not connected to the CAISO. Current tariff structures for Liberty Utilities set by the CPUC prohibits sharing power among parcels and caps local generation per any single parcel at 1MW. If anyone is interested in working with us to overcome these challenges to implement the City's goals (which have strong political and community support), we would love advice.
