Community Energy Resilience Planning for Local Governments

We joined Tanya Barham from Community Energy Labs and Kate Ringness from SmartBlock Communities for a conversation about Community Energy Resilience Planning for Local Governments. With another record-breaking fire season and associated power outages have brought to the forefront the need to enhance community energy resilience. The Climate Center, in collaboration with Community Energy Labs, SmartBlock Communities solicited feedback from local elected officials and community members on the kinds of technical assistance, policy, support, and financing necessary to advance safe and resilient community energy plans for all California communities. Power shutoffs in 2019 disrupted the schedules of local schools across California. Increasing wildfires have threatened life and property and frequently left evacuees with nowhere to go. The COVID-19 pandemic and economic downturn will only compound this crisis, hampering people’s ability to find shelter in an emergency. In this webinar presenters discussed solar plus battery storage applications and microgrids for school and community needs. These technologies have the ability provide schools with significant financial benefits (savings & revenue) while simultaneously providing a resource for backup power during grid outages. During the webinar, industry experts addressed subjects including the following: the financial & resiliency benefits that solar plus battery facility microgrids can provide; available incentives; key considerations for increasing speed and scale; steps to evaluating and deploying projects.

Battery storage installed for backup purposes can provide value to a business even when the grid is fully functioning.  This webinar will convene industry experts to address the following questions: What are some real-world examples of microgrids? What is possible now from a technical perspective? What is the cost benefit analysis? What kind of financing is available? What is possible now from a legal/regulatory perspective? What are the barriers that are preventing rapid expansion of microgrids? How can those barriers be overcome? Speakers will include representatives from The Climate Center, microgrid vendors, Community Choice Energy agencies and the Clean Coalition.

Amee Raval has a background in research and advocacy addressing the environmental and occupational health impacts of extreme heat due to climate change. The Asian Pacific Environmental Network (APEN) is leading a transition away from an extractive economy based on profit and pollution and toward local, healthy, and life-sustaining economies. Kurt Johnson previously worked for Recurrent Energy in solar, for the California Public Utilities Commission, and at the U.S. EPA where he founded the Green Power Partnership.

As climate-related electricity system disruptions grow more frequent and severe, we urgently need effective local strategies to achieve decarbonization, resilience, social equity, and security. Community Choice Agencies (CCAs) are uniquely well-positioned to play an important role in helping their communities prepare for and respond to disruptions. They can also play a key role in navigating to a 21st century decentralized electricity system that is very low in carbon emissions, safe, resilient, and accessible to all.
